If you want to enforce accountability among contractors, don’t allow them to misuse our funds, and restore community the way it was before Community Management (CM) and Community Landscaping (CL), please do the following:

As a Belmont resident, I am concerned that the community’s appearance, landscaping quality, and overall level of service have steadily declined from the standards established during the Toll Brothers era. I believe the actions and performance of Community Management (CM) and Community Landscaping (CL) have contributed to this decline, while contractor accountability and transparency have been insufficient. I respectfully request that the Belmont Country Club HOA take prompt action to address these concerns and restore the level of quality, responsiveness, and community pride that residents have come to expect. Specifically, I ask the HOA to:

  1. Replace CAMP and CLS due to ongoing service delivery concerns and the imposition of underperforming contractors on residents.
  2. Conduct an independent audit of CAMP and CLS by a third party or resident-led committee to assess performance, accountability, and potential conflicts of interest.
  3. Refund 50% of residents’ front-yard maintenance fees for both this year and last year due to inadequate service delivery.
  4. Recover a portion of this year’s common area tree and shrub maintenance costs, and five year seeding costs from CLS and return those funds to BCC residents.
  5. Establish clear accountability standards for CAMP, including timely responses to all resident complaints and inquiries.
  6. Implement transparency around resident complaints by providing visibility into submitted, resolved, and outstanding issues.
  7. Include liquidity damage clause in every community contract, holding contractors responsible for degrading their services or providing poor quality services. Add a warranty period in every service and enforce it.
  8. Ensure that one service does not result in recurring services like the poor quality paving service, or poor quality landscaping at the Russell Branch Parkway entrance tree round about.
  9. Get approval of every performed service through volunteer residents or independent auditors.
  10. Provide a formal response to these concerns, along with a corrective action plan and timeline for resolution.
